MPD Policy Updates
Choke Holds
Officers are reminded that choke holds of any kind are strictly prohibited during the course of effecting an arrest or after a subject has been handcuffed. This would include the use of hands, arms, knees, feet or one’s body weight to restrict a subject’s ability to breathe.
Duty to Intervene
Any member who directly observes another member engaged in dangerous or criminal conduct or abuse of a subject shall take reasonable action to intervene.
No-Knock Search Warrants
No officer or unit within the Memphis Police Department shall obtain or execute a “No-Knock Search Warrant”.
MPD Increases Transparency:
District AG’s Review of Excessive / Un-Necessary Force Complaints
MPD implements a procedure to submit all sustained charges of excessive or un-necessary force to the Shelby County District Attorney General’s office for review.

Officer Involved Deaths
In 2015, the District Attorney, Memphis Police Department (MPD), Shelby County Sheriff’s Office (SCSO) and Tennessee Bureau of Investigation (TBI) signed a memorandum of understanding changing the manner in which officer involved death investigations are conducted and handled.
